It doesn't. That's the problem.
This is the second year in a row that the grass courts are unplayable. The ball doesn't bounce, and the small amount it does bounce is inconsistent as to direction as well as height. Very few are playing on the grass a result.
The contractors are not rolling the ground sufficiently to keep it flat and hard.
It's a great shame as the courts used to play beautifully for the last twenty years. Sending Dave Davis packing is proving to have been a mistake.
Bring him back.
